Four alleged gang leaders are among eight men detained at the instruction of Homeland Security Minister Roger Alexander, under the State of Emergency regulations.
The eight detention orders were gazetted on Tuesday night, with the men ordered to be detained at the Eastern Correctional Rehabilitation Centre in Santa Rosa. Their detention orders were dated between August 13 and 25.
The alleged gang leaders are Mylon Hinds, Malique Nero, Jeremy O’Brien and Kenrick Singh.
Hinds, of Santa Rita Trace, Lluengo Village, Maracas, St Joseph, is the alleged leader of a faction of the Resistance Organised Crime Group (OCG), the detention order stated.
It added that he has access “to a cache of high-powered rifles.”
“Investigations and intelligence identify him coordinating with imprisoned gang leaders, preparing for public executions of members of national security organisations, and contributing to a planned series of kidnappings. The intelligence reveals that he intends to engage in imminent acts prejudicial to public safety and national security.”
Nero, of Bypass Road, Maturita Extension, Arima, is accused of leading an unnamed OCG and is involved in trafficking of marijuana, extortion, smuggling contraband into correctional facilities and shootings.
“The OCG has access to a cache of high-powered firearms and has recently initiated a series of attacks on rival OCGs. He and others plan to imminently launch further attacks on rival gangs in public spaces using high-powered firearms. He has been credibly identified as being a main and active participant in a criminal network which facilitates the planning of violent acts from within prison walls,” the detention order said.
The detention order against O’Brien, whose address is listed as Calito Road, Quarry Road, Morne Diablo, Penal, said he is an OCG leader “actively and currently engaged in large-scale trafficking of illegal narcotics, firearms, ammunition, contraband or uncustomed goods, human trafficking and fuel.”
It added that he is the owner of several maritime vessels and sources and then provides transport for the OCG’s shipments of illegal narcotics, firearms, ammunition, contraband or uncustomed goods, human trafficking and fuel.
“He is the intermediary for transmitting information from compromised local security to external criminal operators,” the order added.
Singh, the fourth alleged gang leader, lives at Teelucksingh Trace, Cunjal Road, Barrackpore, and leads an unnamed OCG.
He is reportedly “actively and currently engaged” in large-scale trafficking of illegal narcotics, firearms, ammunition, contraband or uncustomed goods and human trafficking, the detention order stated.
“He is the co-ordinator of the movement of shipments and provides operational control and directives to the other members of the OCG. He and others are actively engaged in stealing seized narcotics and re-distributing the same domestically. He and others are engaged in providing confidential operational information to known criminal elements,” his detention order said.
The other four alleged OCG members are Kemo Yeates, Malique Alleyne, Aquiyl Mohammed Giles and Sadiq Rakeeb Ali.
Yeates is alleged to be involved in participating in shootings and homicides to re-establish the gang’s dominance in the La Retreat/Arima district, resuming large-scale marijuana trafficking operations, and smuggling contraband like narcotics and cell phones into correctional facilities.
The OCG he is affiliated with is linked to multiple murders and woundings, with plans to engage in further retaliatory shootings.
Alleyne, who is part of the Muslim OCG, was described as an alleged shooter and robbery offender.
“He and others in the OCG have been linked to recent armed robberies of high-profile targets in locations that are densely populated. The detainee and others in the OCG maintain a cache of high-powered firearms and are actively planning to imminently engage in a series of further robberies of high-value, high-traffic targets such as banks and casinos.”
Giles is an alleged lookout, the detention order said, and is actively engaged in violent and high-risk criminal activity. He is also accused of being an escort for stolen vehicles, GPS counter-measures, and firearms conspiracy.
“He is confirmed to be a conspirator in a planned armed robbery in Toco and in a conspiracy to purchase rifles to murder family members. He is an active participant in the execution of imminent reprisal killings and assaults against rival gangs using high-powered rifles in public spaces,” his detention order stated.
Ali is reportedly “engaged in large-scale trafficking of illegal narcotics, firearms, ammunition, contraband or uncustomed goods, human trafficking and fuel.”
The detention order said he is presently charged with possession of narcotics and firearm-related offences and, along with others, is engaged in providing confidential operational information to known domestic and criminal elements.
“He provides logistical support to facilitate the movement of bulk quantities of illegal narcotics, firearms, ammunition, contraband or uncustomed goods. He also manages a network for the distribution of illegal narcotics, firearms, ammunition, contraband or uncustomed goods and human trafficking.”
