A 74-year-old pensioner was shot and killed by an off-duty police officer early Friday morning in Mt St George, Tobago—less than six weeks after another man was fatally shot by police while handcuffed.
The deceased has been identified as Frank Alan Sandy of Windsor Road, Mt St George.
According to police, around 5 am on May 30, 2025, PC Roach was at home when he heard dogs barking and noises near his front door. When he checked, he allegedly saw a man trying to enter his home.
Police say the man charged at him with an object, and PC Roach, a licensed firearm user, said he feared for his life and opened fire.
Sandy was taken to the Scarborough General Hospital, where he died while receiving treatment.
This incident follows the police-involved shooting in Bethel on April 25, 2025 of Ronelle Marcelle, also known as “Ratty”.
A video showed Marcelle in handcuffs before he was shot. Police claimed he attacked an officer with a knife and cutlass.
At the time, ACP Oswain Subero defended the police, saying:
“Police don’t just go around killing people.”
With another fatal shooting in Tobago, Police Complaints Authority director David West has raised concerns about the growing use of force by police on the island.
